High School Chapter Constitution (Revision
as of February 2006) Article I: Name and
Purpose Section 1: The official name of the organization shall be the Glendale High School Junior Classical League. Section 2: The GHS JCL shall work to promote the study of Classical life, history and literature, ensuring the continuation and growth of the Classics program at Glendale High School through positive participation in the community and JCL events. Article II:
Membership Eligibility and Requirements and Meetings Section 1: All students currently enrolled in Latin shall be eligible for membership into the GHS JCL. Section 2: Membership dues will be collected within the first month of the school year and the amount shall be under the discretion of the current officers depending on the following factors: Chapter dues, State and National membership dues, and National Latin and Medusa Exam costs. Section 3: Members must participate in at least one chapter fundraiser a year. Section 4: The club will pay for its sponsor’s membership into the American Classical League. Section 5: Members must attend all General Club meetings. Section 6: Meetings, unless otherwise noted, shall be held on Thursdays in Room 316. Article III:
Officers
Section 1: Officers A. Elected Officers: The elected officers of this organization shall consist of a President, Treasurer, Secretary, Historian and two Lictors. B. Appointed Officers: The appointed officers shall consist of a Senator from each class except for the class in which the President of the organization is in, a webmaster, and a Digital Historian. Section 2: Qualifications A. Elected Officers: Each elected officer shall be an individual member of this organization who: 1. Will be enrolled in his/her third or fourth year in Latin for the whole year. The lictors may be in their second year. 2. Would have attended at least TWO state conventions before entering office. The lictors need not have attended a state convention. B. Appointed Officers: Each appointed officer shall be an individual member of this organization who: 1. Will be enrolled in at least his/her second year in Latin for the duration of the school year, with the Senators as an exception. Section 3: Election of Officers and Terms of Office A. Elections will be held in May for the following school year and the new officers will begin their training during that month. B. The official transfer of power shall occur at a banquet set during the end of May or the beginning of June. The officer shall then serve in his/her office for one year beginning at this banquet until power is transferred to their successors at the following banquet. Section 4: Appointed Officers A. Senators: At the beginning of the school year, in which the Senator shall serve his term, members in each class shall turn in applications and a quorum of the officers shall select a Senator for each class. B. Webmaster: Shall, through an application process in May, be selected by the current Webmaster, the current President and the sponsor. C. Digital Historian: Shall, through an application process in May, be selected by the current Historian, the current President and the sponsor. Section 5: Removal from Office A. Requirement for Impeachment: Failure to perform the duties outlined in this Constitution or participation in actions unbecoming of an officer of the organization shall be ground for impeachment by the Executive Board. B. Impeachment Process: Removal from office shall be decided by the Executive Board and a 2/3 majority vote of the Executive Board, excluding the officer under impeachment, shall warrant a removal from office. Section 6: Duties and Powers of Officers A. President 1. Must call at least two Executive Board meetings a month and at least one General Club meeting a month. The President presides over these meetings and sets the agenda for each meeting. 2. Has the power to create temporary officer positions and appoint people to those positions with the majority approval of the Executive Board in order to handle special tasks (i.e. hosting a state or regional convention, planning fundraisers and club bonding activities). 3. Organize trips to Regional and State Conventions. 4. Attend Regional and State Conventions. 5. Give, to the best of his/her ability, aid to other officers in completing their duties. 6. Actively promote both the class and the club. 7. Organize other activities during the school year (i.e. Saturnalia, Winter Ice Skating etc.) 8. Provide his/her successor with materials and training germane to the position. B. Treasurer 1. Receive, disburse, and keep a record of all moneys of this organization. 2. Maintain a record of GHS JCL membership dues and send in dues to the State by the deadline. 3. Maintain communication with the State Treasurer as needed. 4. Make a report at each Executive Board meeting of current club funds. 5. Attend all Executive Board and General Club meetings. 6. Provide his/her successor with materials and training germane to the position. C. Secretary 1. Keep a record of all meetings and must therefore be present at all meetings. 2. Turn in minutes into ASB and send a copy of the minutes to the webmaster and to the President to be placed on the website and in an Executive binder. 3. Must take roll at all Executive Board meetings and take a head count at General Club meetings. 4. Count and record the voting of any roll call vote. 5. Keep a contact list of the sponsor and all elected and appointed officers and supply the President and the sponsor with this information. D. Historian 1. Keep and record a history of the GHS Junior Classical League. 2. Be present at all GHS Junior Classical League events or assign a substitute to take pictures. 3. Create a traditional scrapbook for club records and for entry in the Chapter Scrapbook contest at State Convention. 4. Send in pictures to the Webmaster to be placed on the chapter website. 5. Attend all Executive Board and General Club meetings. E. Lictors 1. Shall oversee all manual labor activities (i.e. the building of the chariot and catapult, setting up for special events such as Saturnalia) 2. Shall serve as an apprentice or aid to all other officers. For example, as substitutes to the Historian during club events or as substitutes to the Secretary during meetings. 3. Must attend all Executive Board and General Club meetings. F. Senators (appointed) 1. Shall attend all Executive Board and General Club meetings and give reports to their respective classes the day after each meeting. 2. Shall, like the Lictors, serve as apprentices or aids to all other officers. G. Webmaster (appointed) 1. Shall maintain and/or create a chapter website and regularly update it with new pictures, minutes and club information. 2. Must attend all Executive Board and General Club meetings. H. Digital Historian (appointed) 1. Must take footage of every GHS Junior Classical League event and create a DVD for presentation at the banquet and distribution to club members at the end of the year. If unable to attend an event, he/she must appoint a substitute. 2. Must attend all Executive Board and General Club meetings. Section 7: Vacancies in Office A. Officers: Should a vacancy, due to either impeachment or resignation, occur amongst the elected officers with the exception of the President, the President shall appoint a replacement with the approval of the Executive Board. B. President: Should a vacancy occur in the Presidency, the position will be filled by the Treasurer and a replacement will be found for the position of Treasurer. C. Appointed Positions: Should a vacancy occur, select the replacement in the same way as the original officer. Article IV:
The Executive Board Section 1: The Executive Board shall consist of all elected and appointed officer as well as the sponsor. A. The Executive Board shall be chaired by the President. B. All reimbursements and transactions must be approved by a majority of the Executive Board. Article V:
Ratification and Amendment Section 1: Ratification of a new Constitution A. Each member of the Executive Board must be supplied with a copy of the Constitution prior to ratification for review. B. A three-fourths majority vote of the Executive Board is needed to ratify the Constitution. Section 2: Amending the Constitution A. An amendment proposal may be suggested to the Executive Board by any member of the GHS Junior Classical League prior to the February meetings of the Executive Board. B. All amendments must be discussed and approved or rejected during the month of February. C. A two-thirds majority vote of the Executive Board is needed to approve an amendment to the Constitution. Ratification We,
